OFAC's ICC sanctions: What General Licenses 13 through 16 allow The U.S. Treasury's Office of Foreign Assets Control added the International Criminal Court (ICC) to its Specially Designated Nationals and Blocked Persons List on October 9, 2026. On the same day, OFAC issued four general licenses that authorize defined transactions involving the court under the International Criminal Court-Related Sanctions Regulations, 31 CFR part 528. The licenses do not undo the listing. They identify which institutional bills, communications services, pension payments and detention costs can still be processed, and on what terms.
