Oracle's force majeure notice on Project Jupiter, the $165 billion New Mexico data center campus it leases to serve OpenAI, is the first document in the AI buildout that prices the risk of a megawatt arriving late. Bloomberg reported on September 24, 2026 that Oracle sent the notice to the developer, a unit of Blue Owl Capital, to protect its contractual position if the 2.45 gigawatt facility misses its 2028 in-service date. Oracle says the project remains on schedule and that it is fully committed to New Mexico.
